Buying a bike

Hello Folks,
I just landed on this site today, and going through for sale section. There is a bike that I am interested in. My questions to you are;

a. is this a safe place to purchase bikes (obviously going through Paypal)
b. I frequently shop at eBay, curious of why folks who want to sale don't go there? (I understand there are fees, but much safer )

Any comments and opinions are welcome.

It's a fairly tight community here. I'd feel safe buying something from a member who's name I recognize from many posts. Not so much from a newbi. I often put stuff up here first before placing it on eBay.
