Looks like he is trimming the end of the break cable housing to keep the break leaver pull solid and not squishy. Nothing interesting other then the fact that the cable is already fitted, and likely didn't have the time to pull I off the bar.

i think he's filing the top-outside corner of the sti body. especially on short/shallow bars, the lever bodies sometimes protrude up off the bar, and your hand likes to sit on the outside of that. so that rider probably likes the point smoothed down.
sometimes i take a section of the extra strip of bar tape and fold it "just so" and tape it to the bar right behind the lever body, to smooth the transition.
